The plagiarist, in particular, is Alexey Nemeryuk , Head of the Department of Trade and Services of Moscow. In past years, he oversaw the consumer market, physical education and sports, as well as urban advertising in Zelenograd prefecture.

Nemeryuk - candidate of historical sciences, in 2010 he defended his thesis at the Department of History of the Military University on the theme "Youth organizations and movements in Russia in 1992 - 2005."

Despite all this, Nemeryuk successfully defended himself and did not resign. He did not submit an application to the Higher Attestation Commission (VAK) to annul his academic degree “due to the presence in my dissertation of borrowings that were not properly executed,” as the head of another Moscow department did in 2013 Alexey Komissarov  or former Moscow City Duma speaker Vladimir Platonov (last September, Dissernet discovered borrowing  in the doctoral dissertation of Platonov; On March 25, 2015, a meeting of the RUDN Academic Council was to be held on the deprivation of Platonov’s academic degree, but on March 23 he himself refused the doctorate, without waiting for the decision of the commission). Andrei Zayakin, one of the founders of Dissernet, believes that the chances that Nemeryuk will repeat the noble step of his colleagues are close to zero.

According to the existing rules, it is possible to dispute only scientific works, the defense of which took place after 2010.

Dissertnet expert Andrei Zayakin is sure that “there is no pressure lever on Nemeryuk. If he defended himself at least January 1, 2011, then we would begin to deprive him of a degree, and he could preventively, as [head of the Moscow City Duma]  Platonov, refuse it. But he defended himself in 2010, so now it is not possible to strip him of his title. ”

The military university, in the department of history which Nemeryuk defended, does not fit the definition of the American degree mill: this is not a dubious office that issues diplomas to anyone at a reasonable price, but the most famous Russian university. He was graduated, for example, by Arkady Strugatsky, and taught there by the main Soviet philologist-Russian scholar Viktor Vinogradov. But it was at the Military University that not only the current head of the department of trade defended his thesis, but also the heroes of many other Dissernet investigations. There, in 2003, the scientific adviser of Nemeryuk, the former military commissar of Zelenograd, Yuri Yudakhin, defended himself, and his own dissertation, as follows from the Dissernet’s investigation, is also full of borrowings, although not in the same volume as that of Nemeryuk. And the supervisor of studies, Yudakhina, the head of the Department of History of the Military University, Professor Alexander Volkov, helped defend at least eight such dissertations.

Komissarov and Nemeryuk are far from the only Moscow officials whose merits before Russian science are in doubt. Starting with deputy mayors, prefects, directors and ending with unknown deputy prefects, the capital’s leadership has a lot of candidates and doctors of various sciences with dissertations full of “incorrect borrowings”. Someone's dissertations look quite specialized: for example, the head of the department of social protection Vladimir Petrosyan  - The author of the work “Social rehabilitation of disabled people in stationary institutions of social services”, which he defended in 2004 (borrowing about half of the material from three different dissertations defended by other people earlier).

For others - of the same Nemeryuk - a scientific degree looks like an image whim: what does the candidate in history have to do with the Moscow consumer market? And the prefect of the CAO Vladislav Bazanchuk defended his Ph.D. in general in philosophy: his work "Socio-philosophical foundations of Russian cosmism" was written off almost entirely.

The Minister of the metropolitan government, the head of the Department of Trade and Services, Alexei Nemeryuk, discussed with farmers and entrepreneurs who arrived from Moscow, Moscow, Nizhny Novgorod, Tula and Lipetsk regions how to sell agricultural products at weekend fairs.

Such meetings are not held for the first time, the city department regularly invites agricultural producers to discuss the current state of fairs. According to entrepreneurs, with the onset of winter, the main issue for them is the preservation of the temperature regime at the sites. Farmers regularly participating in Moscow fairs are asking to extend the working hours of the sites until December. For example, last year’s and record-breaking first month of winter allowed the sale of dairy products and fish, and on some days, when the mercury column hung at zero, vegetables and fruits.

The main harvest occurs in September - October. And, for example, cabbage is supposed to be cleaned after the onset of the first frost, ”said Olga Kosets, the head of the inter-regional public organization Business People, who was present at the meeting. - Therefore, farmers and entrepreneurs are interested in extending the deadlines for weekend fairs until December inclusive.

Today, they are forced to leave for a break from December to March, which means that for four months, farmers are virtually deprived of the opportunity to market their farmed agricultural products, and Muscovites are unable to purchase high-quality and inexpensive food.

The parties agreed: it makes sense to find a compromise and extend trade with a limited range. And in order not to violate this requirement, it is necessary to give permission to participate in weekend fairs, first of all, to bona fide owners of personal subsidiary plots and representatives of peasant farms, as well as individual entrepreneurs. In this regard, the topic of filing and registering electronic applications for the participation of farmers in fair processes is extremely acute.

Yes, we are also aware of this problem, - said Alexey Nemeryuk. - But many participants, due to mismatch of computer programs and inexperience, fill out the application too slowly, do not have time to get registered in due time, or they are constantly ahead of more computer-literate colleagues.

But this, too, according to the minister, is a resolved issue. The city authorities are thinking of compiling a register of conscientious farmers and entrepreneurs. Thus, it is possible to automatically cut off participation in fairs of those who work outside the legal field. First of all, producers themselves - owners of farms should sell their products. It is possible that in the cold season they will be able to move to markets and other stationary trading floors in Moscow.

Farmers with great hope accepted the promise of the head of the Department of Trade and Services to turn to Rospotrebnadzor with a proposal to allow fairs in December - with the mandatory observance of temperature requirements.

Here, small retail outlets successfully coexist with large network organizations, catering enterprises are developing, and new centers of activity appear. The markets in the south of Moscow are also successful, said in an interview with the Minister of the metropolitan government, the head of the Department of Trade and Services, Alexei Nemeryuk.

Everyday life - hairdressers, beauty salons, ateliers, shoe repair shops, dry-cleaners, and laundries - is needed in every district. At first glance, so often a simple Muscovite does not need them. But their presence near the house makes the life of citizens more comfortable. Alexey Alekseevich, let's talk about what part in the business is occupied by consumer services enterprises?

It is worth starting with general figures: in total, over five million square meters of various areas are allocated for consumer market enterprises in the southern district of the capital. In the south of our metropolis, more than 11 thousand trade and service enterprises operate. 15 percent of this number of entrepreneurs are engaged in public services for the population. However, they often do not need large areas. In the aggregate, only 5 percent of all areas allocated for these facilities.

Well, and restaurants and cafes, what percentage of these areas are occupied?

Restaurants and cafes occupy almost 15 percent of the allotted area with a relatively smaller number of objects - about 12 percent of the total. The vast majority are retailers.

Is it possible to say that there are enough enterprises for the urban south? What is their availability ratio recorded?

We can quite say that there are enough public service and catering enterprises in the south of Moscow. Judge for yourself: there are 45 seats in cafes and restaurants per thousand inhabitants, more than four jobs per thousand people. The coefficient of accessibility of these enterprises is calculated, and it is almost equal to 100 percent.

But it is a whole. And if you disassemble by region? Probably not everywhere consumer services or catering are distributed evenly. Somewhere there are more, but somewhere is not enough.

Indeed, we note an oversupply of space in some areas and a shortage in others. The difference is especially felt between the Danilovsky district and Biryulyovo Zapadny. If in the first case all enterprises are enough, then in a more remote area their opening should be initiated among entrepreneurs.

And what about the retail space?

As of the beginning of the year, in the south of Moscow high indicators of the provision of the population with trade enterprises were recorded. If we talk about a specific indicator, it is 975 square meters per thousand inhabitants. In the whole district, it is almost one hundred percent provision with trade enterprises of citizens in the Southern District.

But after all, as in the case of public catering or consumer services, one can observe the uneven distribution of facilities?

Yes, and as an example you can put the same areas - Danilovsky and Biryulyovo West. The department and the prefecture are trying to compensate for the shortage of outlets in a number of areas. For example, at present, on Bulatnikovskaya street, 9, there is a weekend fair for 20 shopping places.

To compensate for the shortage of stationary retail space, the district prefecture is working on the issue of placing in the immediate vicinity of the Biryulyovo railway station Commodity fairs of regional agricultural producers for 20-30 trading places. In addition, 14 non-stationary retail facilities with specializations have been established in the district: “Printing”, “Ice Cream”, “Flowers”, “Household Services”.


Alexey Alekseevich, and what large-scale projects in the field of trade and services have been initiated in recent years?

First of all, this is the construction and subsequent opening of large shopping and entertainment complexes. In recent years, five such centers have appeared in different areas of the metropolitan south. It is convenient for city dwellers to have such objects near their home or work. In shopping centers you can buy clothes, household appliances, use hairdressers and other services, relax with the whole family on weekends in a cafe or restaurant, go to the movies with friends. Last year, a new location appeared - Danilovsky Market, and its reconstruction and a new format for the use of space became a good example for other areas and districts.

By the way, about the Danilovsky market. Let's take a closer look: what had to be changed there?

To begin with, Danilovsky is one of the oldest markets in Moscow. In 2016, the first reconstruction in history began there. Behind the external transformation of their areas, the internal order began to change.

There appeared cafes, bars, cozy shops, sellers dressed in a uniform. You can try a variety of dishes: Russian, Uzbek, Dagestan and even Australian cuisine. There are many options.

Yes, investors willingly take up free space. For example, there is a tendency towards an increase in physical education and sports organizations - fitness clubs - in the areas of existing shopping centers. The tradition of opening children's entertainment centers on the areas of large shopping facilities is becoming steady. For example, this is a family-run shopping and entertainment center with a play area and trampolines, a petting zoo, a dance school and even a children's theater. It is located a three-minute walk from Kolomenskaya Metro Station, at the intersection of Andropov Avenue and Nagatinskaya Embankment. In the district there is a network of developing game rooms, projects aimed at teaching children to drive and various professions. As for stores, we see a change in network structures.

Some retailers give way to more successful competitors, the market itself regulates these processes.

But do free spaces remain? Will the development of entrepreneurial activity continue?

At the same time, despite such activity, in many shopping malls there are about 15 percent of free retail space, and the City Property Department is working on the sale of premises owned by Moscow, which can be used to develop small and medium-sized businesses.

Alexey Alekseevich, let's talk about the festival movement. What sites are involved in the district?

We always pay great attention to the development of the festival movement in all metropolitan districts, and the south of Moscow is no exception.

Every season, residents of the Southern District get acquainted with our holidays: they celebrate the New Year, celebrate Christmas, and take part in interactive theater productions with our artists. For them, culinary and creative workshops, various shows, and concerts are held. To some extent, the Southern District was even more fortunate than others. The district has a large number of parks and estates, where interesting events are held. For example, the festival of historical reconstruction "Times and Epochs" gathers thousands and thousands of citizens, guests from other cities and countries.

And this year will not be an exception: the reenactors are already preparing a large program. The next festival will be Moscow Shrovetide, and in Kolomenskoye, residents of the south will be able to fully enjoy the fun of winter, meet archers, learn more about the Albazinsky prison and ride the ice slide. Secondly, among the businesses of Nemeryuk there were both oil and automobile affairs. With all this, I never saw him with a guard. He drove his favorite "jaguars" without any jeeps of protection.

Did Aleksei Georgievich die corny at the hands of a scumbag?

Nemeryuk lived in Zelenograd since 1974, worked at the Elma plant, where he went from assistant master to deputy general director. People who worked with him said that he was a real deputy director of the plant. And then he drastically changed his life. Favorite drink was soda with lemon slices. And as a business, the distillation of used foreign cars was chosen (then many began with this).
Over time, the first gas station appeared (they were private then, and not as they are now - painted). Looking ahead, I’ll say that he managed to keep his brand, Alan-Z, at gas stations. There was an idea to create a quality grocery store in Zelenograd; with the owner’s complete indifference to alcohol, there was the best wine department in the city, the rest was also on the level. However, after some time, Nemeryuk still closed it.
Alexei Georgievich liked to work on Saturdays, often making appointments in the morning. He was not a workaholic and said that the top manager should work no more than 4 hours a day, the rest of the time - to relax or think.
Cars were his passion. He knew how to get to Peter in 5 hours. And he somehow got into a "jaguar" and left ... in Morocco.
My businessman friend said that dealing with Nemeryuk was "difficult, but necessary." In practice, it really turned out that if you adapt to its difficult character, things begin to go uphill.

I have not seen him for seven years. The last 2-3 years, if I was going to Zelenograd, I looked at his large complex on Leningradka, and looked to see if the car was worth it. I wanted to get up and have some tea. Just say hello, say some nice words. It didn’t work out. And now another grave has become more.

- Alexey Alekseevich, why did you choose parachuting?

I always liked extreme. I never thought about parachuting, but at one time oversaw sports in Zelenograd. There were parachute competitions in the area, and I was offered to try. The person who was responsible for everything - the eight-time world champion, the senior coach of the Russian parachuting team Sergei Razomasov asked me whether I jumped or not. Upon learning that no, immediately sent. Says: "You do not know what it is." I jumped, and then this activity fascinated me. He parachuted for seven years. Even if he worked without days off and walk-throughs, he spent his holidays in preparation for the competition.

- And what are the tips for those who came for the first time and decided to jump with a parachute?

You need to understand - yours or not. There are currently a lot of offers on the market. To begin with, it’s worth trying to jump in tandem - this jump at a price is not so expensive. But if you lit and felt that it was high, then you can come again. You can learn on your own at special schools. And you need to come not every day, but to study on the weekend. Then get a certificate, a book of a skydiver and go ahead - do the jumps yourself. Before this, you can fly in a pipe. Also a positive sport.

- And what was your first height, which was raised in an airplane for a jump?

It is standard - it's four kilometers. The maximum height is six kilometers. But this is for records when a large number of people gather. Drop rate is high. On a run, it reaches 300 - 330, and on a decrease - 150 kilometers per hour. Therefore, there is not much time in the sky. When you jump from four kilometers, from the moment of separation from the plane to the moment the parachute opens, it takes 40-50 seconds.

“What thoughts are running through your head at this time?”

What thoughts can be? The sky, the sun, everything is gorgeous. He went upstairs - good, quiet.

- What is most important for you on the site before the flight? In what mood did you come to her?

You arrive, and there friends, relatives, acquaintances gather. We drank a cup of tea in the morning, chatted with everyone, registered, went through the medical board. Then you sign up for the first take-off. And all the while looking forward to when we fly. It is clear that you can just jump to warm up, or you can make a glamorous jump (at this time Alexei Nemeryuk shows pictures from the personal archive, where their group on the field with Valdis Pelsh, all in butterflies). - Remember your first parachute jump: was it scary?

For the first time, it’s not scary, because you don’t fully understand what is going on. In addition, everyone is engaged in a circle. But the first independent jump without an instructor is really scary. It was still in Stupin, this airdrome is not working now. Although before there were two sites - Stupino and Kolomna, where all the athletes gathered. Now the site from Stupino was moved to Bolshoy Gryzlovo. The guys made their infrastructure, and now they have their own runway.

- What is the fear of the first independent jump?

Firstly, it is necessary to complete the entire set volume of tasks, and secondly, although you understand that you will fall to the ground in any case, an independent landing on the wing even after three or four jumps with an instructor causes fear. Although they tell you through the walkie-talkie, they lead you, but you have never done this in your life and can not imagine what it is.

- What helps to gather your thoughts in flight, concentrate on tasks and at the same time calm down?

When you have a competition, you are clearly working out, getting ready: an early climb, a light breakfast, a run and then concentrating on what you have to do during the jump. It is clear that when I went to the master of sports, it was difficult. It’s one thing when you have been involved in this sport since childhood, there is muscle memory and accumulated technique, and it’s another thing when you begin to practice in adulthood, even after 25 years. The body reacts differently. Training should be appropriate. Sometimes before the competition I could lose up to five kilograms per day. This is also affected by the stressful situation of jumping - the weight goes away, especially when you do 10-12 jumps a day. The load is decent.

“Do parachutists have any signs?”

I had three own signs. Once I didn’t listen to them and as a result I broke down on the record. And so there are no special signs. Alone, but it’s not very peculiar - if it’s very impatient for a little, then it’s better not to go. Only after the jump.

- Did you consider perfect jumps?

Of course. Any paratrooper keeps a special book, where he writes down every completed jump - from which side, from what height, how to carry out the task. After that they sign you, put a stamp. I had 298 at the time of my last jump. I’m not jumping for five years. I jumped.

- And where else jumped with a parachute?

I jumped a lot where, but most of the jumps were made in Russia, including on the Black Sea.

- Which jump was remembered most of all?

One of the memorable jumps was when the engine failed at the helicopter. We quickly evacuated from a height of less than a thousand meters. Opened over the river 300 meters. I had to make decisions quickly. This happens in literally a second. I heard an unpleasant rattle. It’s good that there is a senior instructor in charge of unloading people. Came out quickly. You are sitting relaxed. Already a professional athlete - the straps are not tightened, the helmet is unfastened. In two seconds you need to get together, and then the team - “overboard!” As a result, everything worked out. Parachutists landed, and the helicopter, freed from excess weight, safely made an emergency landing.

But, as they say, the first and last are remembered. More truly, extreme. The most extreme jump when you break your legs at five kilometers. We have to make extraordinary decisions. Probably, there was no more emergency situation in life.

It happens that in the sky someone collides, while others also break. Someone can open two parachutes at the same time. I had everything in one jump. At the same time, everything happened at an official event when they set a record. He nevertheless entered into the Guinness book. For the jump, we then gathered 200 people.

- Where did you record?

There was a record in Kolomna. There are more opportunities for take-off, when several aircraft can start at once.

- Tell us about the very idea that you decided to translate into a record.

In parachuting there are many types and subspecies of disciplines. There are freefly, acrobatics, group acrobatics and so on. And there are disciplines of the so-called large formation. It's very hard. Firstly, you need to approach, fix a record, and secondly, have time to scatter so that no one is killed. It can be very traumatic. At one time, they made the largest formation, gathering 400 people. It was an international record, which so far no one is going to repeat. We made a formation of 200 people with a rebuild, when people came up, took hold, scattered and stood up in a new way. This is a huge team work. If you did something wrong, approached at the wrong time or from the wrong side, cut someone off, took not your leg, but your hand, for example, then the record will not be counted. And eight planes, a lot of organizational work is also a serious expense. It turns out that one person can fail 199 others. It is important that there are no misses. As a result, in 2010 Russia entered the Guinness Book, having completed the largest national record. When a similar record was set in Thailand, experienced athletes gathered from all over the world. And we found 200 people in one country, managed to collect them.

- How long have you been preparing?

There are a lot of nuances: someone is heavier in weight, someone is lighter. First, there is a lot of preparatory work on earth. You can crawl across the field for half a day on your stomach. Then each is distributed on its sides. The team is divided - who went where, where they came from, or rather, fled. Then it is decided who the first is revealed, who is the second, so that there are no collisions. The meaning of any competition is safety. As a result, the guys did it. You could say that I’m out of luck. One of the participants at a speed of 330 kilometers per hour crashed into me, confusing its glide path.

- And now what sports path have you left?

After a hard fracture, my leg only recovered. Now compensate for the snowboard.

- Quickly stood on the board?

Right away. Never skiing. I looked at people standing on a snowboard, I realized that it was fascinating. Especially before this I was fond of wakeboards (when you go for a boat on a board). It seemed interesting to me. And it is really so.

- But doesn’t it draw to the sky?

Pulls, and dreams dream that he began to jump again. I hope that someday I will return. In principle, the body has already recovered, you can go again, but not take risks, but jump for pleasure.
