With the head of the Department of Urban Planning Policy of the city of Moscow, Sergey Levkin, we communicate over a cup of strong coffee. True, his espresso has long cooled down, but the conversation turned out to be warm and interesting. Sergey Ivanovich told VM about how to build, relax and bake pies.

DESTINY OF THE BUILDER

Sergey Ivanovich, since 1983 you worked in the Military Construction Directorate of Moscow. There is a myth among the people that what was built by the soldiers is not always done in a quality manner. But only good reviews can be read about your work at VSUM. What is the secret to success?

- It doesn’t matter if you are a military man or a civilian. You just need to love your job. I am a second generation builder. Probably, a warm attitude towards this matter was instilled in me with genes. The desire to become a military builder, graduation from the Leningrad Construction School and distribution to Moscow created the necessary reserve for the future.

- So your fate was predetermined?

- This is a will of chance. In life, everything is not determined by you, but I nevertheless ended up in an environment that shaped me as a professional. Received human qualities from parents.

- What are the main achievements during your work at the SCUM?

- I gained tremendous experience - the technology of construction production, relationships with people, discipline. You love your job, you want it to be performed in a friendly and successful manner. All my successes are related to career growth and the achievements of the team.

- You are still in contact with the SCUM. How are relations with management and employees developing now?

- Communication takes place only by events and dates. Last year, the 75th anniversary of the SCUM was celebrated. We try to help veterans, solve problems.

- What interesting acquaintances have become fundamental in your way?

There were several State Prize winners at the Supreme Council of the Armed Forces. One of them is a bricklayer, foreman Nikolai Alexandrovich Maximov. He is already gone with us. By distribution, I ended up in the Office of the Chief of Work No. 149 for a slave post. In the city of Lyubertsy, where they sent me, there was a garrison of the Air Force, where brick houses were built for military officers. August 5, 1983 - the first day I went to work.

On that day, the head of the site, captain Alexander Gavrilenko, became ill. I don’t know anyone, I call him, and he says: “Go breed. There is Maximov, he will do everything. ” I’m coming up, and Nikolai Alexandrovich says: “Okay, Serge, don’t worry.” He built them all, distributed the teams and went to work. So a special relationship arose with Nikolai Alexandrovich: I helped him, and he prompted me.

- And who have got the construction principles from?

The second acquaintance important to me was a meeting with Nikolai Savotikov. This is the Hero of Socialist Labor, the foreman of the first contracting brigade in the Ministry of Defense. A unique person, despite the simplest education he received, is less than 10 classes of the school. When I was already a senior lieutenant, he said: “Seryozha, the main thing is when the workers came and only changed their clothes so that the solution in their place. Then they need to run to work. Make sure that the solution is already standing five minutes before they arrive. ” This wisdom is from experience.

Many people met in life. I want to talk about Major General Vyacheslav Ivanovich Pylin, who led the SCUM until 1997. He is a senior mentor. When Vyacheslav Ivanovich came to VSUM as a major general, I was captain. When he left VSUM, I was already a colonel. He is a very solid, competent, decent and caring leader. We are friends now. He is retired, I help him, I come to congratulate him on February 23, May 9 and on his birthday, which he will have on October 28. On this day, I’ll definitely visit him.

INTERNAL DISCIPLINE HELPS TO MAKE DECISIONS

- You have a fit figure: is this a legacy of the cadet past?

Yes, you could say that. I have always been and remain a sports person. The cadet visited various sections. It has become a habit. Now, regardless of the day of the week and the time of the rise, be sure to do exercises. She helps to wake up and tune in to a working day. If you did not exercise in the morning, the day did not work out. I love volleyball, hockey, gathered some time ago with guys, went to sports grounds. Now there are more individual lessons, including tennis.

Do you have secrets or a special daily routine that you have borrowed from your past and are applying now? What helps you stay fit and make the right decisions?

I am inclined both in work and in life to build a certain system, probably, my military past taught me this. Discipline! First of all, the inner one! If you outline the goal and try to paint the path to it in small steps, and then slowly, resorting to constant self-control, step by step to realize them, then in the end, any goal will be achieved.

CHANGE OF BELTS

- In 2007, you were appointed Deputy and, later, Director General of Special Economic Zones OJSC. Was it easy to change the “settled” lifestyle to a nomadic one?

I am easy to climb. When a chance appeared to try his hand not only in Moscow, he agreed. It was interesting and difficult at the same time, economic zones were scattered throughout Russia, and these are different time zones. I came to work early and the first thing I did was to call our subsidiary in Tomsk — their working day was in full swing — and listened to the report.

You often began to travel on business trips - the construction of facilities and monitoring of the implementation of projects required your presence.

There were many business trips. Sometimes it was necessary to fly from one zone to another, hold meetings, without returning home. I used to fly away on Monday after a working day at night, and I'll be back on Saturday. Sunday is a vacation, but on Monday you have to be in service with renewed vigor!

- Did you have your own emergency case for this? What was included in it?

No, I had another suitcase, even rather a suitcase - with documents. He was always in the car with me. On the way, I signed documents, and early in the morning I passed them on to specialists. It saved me and saved time. Working in a racing car is not easy, but an operational result was needed.

Having flown thousands of kilometers across Russia, can you advise how to adapt after long flights?

Everything is simple here, there are no special recipes. Get on the plane and quickly fall asleep, if possible, until the moment he takes off ...

ESPECIALLY ECONOMIC MEETING

- And did you meet the current chief, Marat Khusnullin, in Tatarstan? How were the relations when you oversaw the creation of economic points? Could you suggest that fate will bring you to Moscow in the government?

I wonder how life turns. When he headed the SEZ OJSC, it was decided to create a special economic zone in Tatarstan, where on an equal footing the Federation and the republic financed a project in the Elabuga region. At that time, Marat Khusnullin was the Minister of Construction and Housing and Public Utilities in Tatarstan, and the creation of the zone was under his jurisdiction. We had one goal - to launch a project, to create infrastructure for the arrival of residents.

- And you began to actively build and invest money?

The zone in Tatarstan became the first. We provided engineering and transport infrastructure for 500 hectares of territory, created a customs terminal from scratch, in the field. And he became one of the best in Russia. They built an administrative and business center, which housed the territorial administration and a subsidiary. The first resident - the Sollers plant, which produces Fiat Ducato cars - began to function in a year. There was a complete understanding, no disagreements and problems arose. We helped each other in the implementation of the project.

“But then fate brought it together again?”

What happened next is as if written by someone else. After becoming mayor, Sergei Sobyanin began to assemble a team, which included Marat Khusnullin. I think, well done man is growing. I had a good, good, human relationship with him. We met during his trips to Moscow, told each other about projects and plans. If I came to Tatarstan, we also saw each other. Probably a few years later he saw something in me, coming to the Moscow government, and invited him to the team.

- How is the work being built now?

Similar. The principles have not changed: we are doing one common thing together, we are colleagues. We have different characters, and the vision of some things may not coincide, but we want one thing: to make the city more comfortable, the construction process to be more successful, and what is happening in this area brings pleasure to everyone.

ELECTRONIC DOCUMENTS SAVE TIME AND MONEY

- Your activity as the head of the Department of Urban Planning Policy is related to the development and promotion of public services, including in electronic form. Is it a tribute to fashion or is there a reasonable economic effect from their introduction?

The conversion of public services into electronic form is dictated by the activity of urban development and the development of Moscow. This year, more than 9 months of permits have been issued over the past year. Electronic document management saves time when submitting applications. In addition, it is an opportunity to receive public services from anywhere at a convenient time. The progress of their provision can be tracked in the "personal account". And the lack of contact with the party accepting the application avoids corruption.

- What positive results and development prospects in this sector would you single out?

- Saving time is also saving money. The less the investor spends on obtaining the necessary documentation, the more economically attractive the final product. The more attractive the economy, the more willingly the business goes for joint projects with the city. Today 63 percent of construction and design organizations receive documents in electronic form. And the companies working under the city order have already switched to electronic document management.

"UNDERGROUND" STONES OF THE CAPITAL GOVERNMENT

- Construction in Moscow is carried out both on the surface and underground. Is it hard to go deep?

- Underground technologies in Moscow have been worked out for a long time. The foundation was laid with the construction of the metro. The processes are constantly being improved with the advent of new materials and with the use of modern technology.

- How are geological features taken into account?

- Geological and engineering surveys are required at the design and construction stage. The climatic conditions, topography, geological and hydrogeological conditions of the area, the composition and characteristics of soils are taken into account. At the same time, measures are being developed for the engineering protection of facilities and environmental protection.

- What are the pitfalls here?

- There are practically no "underwater", but rather even "underground" stones. They are not an insurmountable obstacle. But the existing property rights to land plots and other real estate within the boundaries of dense Moscow buildings present a certain problem. It is not easy to solve when attracting private investment.

- And what, in your opinion, is required to attract them?

- A certain adjustment to existing laws. Firstly, it is necessary to link the subsoil provision, town-planning and land laws. Secondly, take into account the provision on cadastral registration and state registration of property rights. We are currently proposing legislative changes. With the promotion of the department’s initiatives, they would be able to guarantee the rights of individuals to create underground facilities at their expense, as well as provide for the return on investment.

COMPLEXES OF DEVELOPMENT

Previously, urban development often focused on the construction of office and shopping complexes, forgetting about the social space. How did you come to understand that you need to build comprehensively?

- It is true that a comprehensive and balanced development of the city, taking into account an increase in the territory of Moscow by 144 thousand hectares, is the key to creating comfortable and convenient living conditions for citizens. Today, instead of a point building not provided with transport, road, social infrastructure, the megalopolis is developing polycentrically. Such an approach will make it possible in the near future to provide both old and new territories of Moscow with the necessary residential and social facilities.

- In other words, the more attraction centers in the city, the more interesting and comfortable it is to live in it?

- Yes, the creation of new educational, cultural, sports centers and business clusters with high-tech production will significantly relieve the historical center, redirect traffic flows and significantly reduce the distance from home to places of work and leisure for Muscovites.

- How will clusters in the capital be connected?

- The authorities plan to ensure the cohesion of the metropolitan areas by building up the road network, building transport hubs, new lines and metro stations. This is a high-tech, labor-and time-consuming construction. In the targeted investment program, about 70 percent of the costs are infrastructure.

- How is the construction planning going on in the industrial zones?

- They contain the tremendous development potential of Moscow. Occupying almost 19 thousand hectares, they have long failed to fulfill their direct functions. Some production zones are comparable in size to small cities in terms of occupied territory. Moscow is interested in breathing new life into these “depressed” territories. Their reorganization should be carried out comprehensively, without point development, given the sometimes large number of owners of individual plots.

- And how does the law build relations with a large number of owners in industrial zones?

- The department suggests amending federal law. All subjects should participate in the reorganization of industrial zones. To date, it has only been a matter of creating mutual investment funds. But it is necessary to provide for centralized management mechanisms, to develop urban development documentation for each territory.

THERE ARE SUCH PIES

- How does your work day begin?

- The first thing I do is look at the plan. Then you need to sign a stack of documents prepared by employees. At 8.00, and sometimes earlier, I can hold the first meeting.

- What is the secret of a short rest?

- There is nothing better than a 10-15 minute walk. If you don’t specially save time, I try to abandon the car and go on foot to the nearest department or city hall for a meeting.

- They say that a real military man is associated with hunting and fishing. What is your hobby?

- I love fishing and hunting. I have not been fishing for three years. I go hunting every year in the winter. I love to read. I like more popular science literature and everything related to managerial processes, architecture, economics, human relations. I read in the car. At the same time, I have 4–5 books open: fiction, detective story, scientific and educational, and historical. When I get tired of one, I move on to another text.

- How do you spend time with households now?

- We walk, breathe fresh air, sometimes we go out to theaters. We live outside the city, we try to stay in Moscow for a day or two so as not to break away from the life of the metropolis. A change of scenery is definitely needed. By the way, I like to cook.

- What is your signature dish?

- A lot of them. For example, home-style roast. I like to make pies. My parents lived in the Vologda region, and there they baked cakes in Russian ovens. Mushrooms, berries and cabbage are the main filling. For baking at home I made a semblance of a small Russian oven and periodically cook there. By the way, it turns out pretty well.

Since the beginning of the year, 15 objects have been excluded from the list of long-term construction projects. In an interview with the head of the Department of Urban Policy Sergei Levkin, they found out what would happen to other long-term construction projects.

For six years, a task force has been working in the city under the capital's Department of Urban Development Policy. Its main task is to reduce the number of long-term construction projects in Moscow. The interdepartmental team includes representatives of city structures, federal ministries and departments, investor-developers.

About what has been achieved over the years, "VM" asked Sergei Levkin.

Sergey Ivanovich, what work is being carried out by the city to reduce construction in progress in Moscow and what results can already be voiced?

In 2011, we received 669 construction in progress. To date, 274 facilities remain in the work of the task force; over the years, more than half of the long-term construction projects have been removed from the list. At the same time, 15 out of 380 objects are excluded from the list from the beginning of this year. Three of them were commissioned, work was resumed in five, six more sites were vacated and improved, and one is being considered by the commission for the suppression of unauthorized construction.

Why are decisions on some objects not made quickly?

I will mention three key points to consider. If we are talking about the objects of the city order, here the delay is due to unscrupulous technical customers and general contractors. For investment objects - the financial position of the investor, which directly depends on the economic situation in the country, and changes in legislation. For federal facilities, the main reason for delaying the deadline is the reorganization of enterprises - balance-sheet holders of facilities that were built in the Soviet era, in a different legal, economic and financial field. This leads to the fact that the timing of decisions on their completion or demolition is the longest. In general, the work on long-term construction can be described as painstaking, requiring great attention, especially regarding the right legal aspects. Almost 400 objects are excluded, and each of these long-term construction projects is a story by which a book can be written.

LONG NETWORKS

In the list of "incomplete" there are urban objects. What are they? And what difficulties are encountered when completing work on such long-term projects?

The list of objects of state order primarily includes engineering networks. Outdated communications were shifted mainly in 2007-2008. The crisis has made adjustments to the city’s intentions to renew its infrastructure. And after two or three years, the regulatory framework changed, and the projects on which the networks were laid lost their relevance. In turn, contractors demanded a review of contracts, the cost of work increased. Currently, the metropolitan Department of Construction is very closely monitoring the evaluation of such objects, making them in the Address Investment Program.

And how do investors themselves relate to their long-term construction?

Of course, those companies that have not disappeared from the investment field of Moscow are interested in completing such projects. The main reasons why the objects were not delivered are clear. This is either a lack of money, or legal relations under investment contracts, or problems with land plots.

PROBLEM LIST

Sergey Ivanovich, if we go through the list of long-term construction, what objects will we see in it? What else remains to be completed in Moscow? What decisions have already been made?

At present, 37 federal, 135 investment, and 102 objects of the city order remain on the list. You can recall the multifunctional building of the Russian Academy of National Economy and Public Administration under the President of the Russian Federation on Vernadsky Avenue. The last five years, citizens have been asking what will happen to the “Blue Tooth” on Vernadsky Avenue. By a decision of the federal government of the Russian Academy of National Economy, funds were allocated for the examination and development of project documentation. This is a significant step to exclude the object from the list of long-term construction.


What is going on at this facility?

Currently, experts have begun surveys and measurements of the facility. Now the main question is to check the stability of the building. I hope that the business center, which has stood for more than a quarter of a century, will be completed.

Tangible practice

Any design decisions for residents are an invisible theory; they do not observe changes in this case. Sergey Ivanovich, how much time is required for such examinations? When will the builders begin the practice that is clear and visible to the townspeople?

Indeed, any surveys and design decisions for citizens are just a theory. Practice is the surrender of an object. I think that within a year the surveys of the long-term construction at the South-West will be completed. Based on the results of the subsequent conclusion, different decisions can be made.

Which for example? What awaits the "Blue tooth"?

The first is to complete the skyscraper with reinforcing structures, the second is to replace individual elements of the building and also complete the construction. It is important that today the financing issue has been resolved, the contractor can complete Zenit in two to three years.

What problematic objects will move in the coming years?

There is a solution for the so-called "Pit" on Paveletskaya Square. The project for the construction of a multifunctional complex with an underground car park was launched in 2007. The work was suspended in 2011 at the “wall in the ground” stage. The reasons are the financial difficulties of the developer. Later, in the framework of the court bankruptcy proceedings, the unfinished construction was sold at auction.

And what about the pit on Paveletskaya? And the fate of the television center on Shabolovka is interesting.

Now the registration of land and legal relations with the developer is ongoing. Also, when working with the federal structures, the long-term construction on Shabolovka is an example, and, of course, the work is carried out on a daily basis for all other objects.

Sergey Ivanovich, I want to start the conversation with the topic of long-term construction. The city authorities have been working since 2011. Tell us about the results, how many facilities remain in operation, including on the territory of NEAD and when it is planned to complete the work?

The work to reduce the objects of incomplete construction in the Complex of urban planning policy and construction of the city of Moscow was organized as part of the instructions of the city leadership, Mayor S.S. Sobyanina.

A task force was created specifically to solve this problem, which included city structures and prefectures of the AO, federal ministries and departments, as well as real estate investors, are invited to meetings, as necessary.

To date, for more than half of the problematic objects, we have jointly made decisions and they are excluded from the list, which originally consisted of 669 objects. In our work, we have 253 long-term construction projects, in the NEAD there are 21 such facilities. It is objectively difficult to make predictions regarding the timing when we will completely rid the capital of construction in progress projects, especially regarding investment ones. There are a number of reasons for this: litigation and a shortage of funds from developers.

But I can assure you that the work will continue, the headquarters in the Construction Complex are held regularly, decisions are made promptly, and control is constant.

- Sergey Ivanovich, can you name some examples in our district?

For example, consider the construction site in Serebryakova passage, ow. 11-13 in connection with the construction of a high-rise multifunctional administrative-residential complex at the expense of extrabudgetary funds. Based on the results of repeated meetings with the developer within the framework of the Task Force, studying the situation and problematic issues, he was recommended to contact the Urban Planning and Land Commission, which extended the terms of the project. To date, all decisions have been made, documents have been drawn up, work at the facility has been resumed.

Or another object - Research Institute of Phthisiopulmonology GBOU VPO "First Moscow State Medical University. THEM. Sechenov. " The work on the restoration of the institute’s buildings with adaptation, begun back in 2012, was completed only five years later due to the lack of sufficient financial resources.

In addition to capital construction projects, the list of long-term construction projects also includes objects of engineering infrastructure, which certainly have a direct impact on the life support of entire neighborhoods. So, in microdistrict 9 of the Northern NEAD district, at the expense of the city’s funds, an elevated pedestrian crossing and rainwater sewage treatment plants were introduced, the work on which was not carried out for several years, but as a result, two of these objects important for the functioning of the district were successfully introduced in 2012 and 2014 . respectively.

In general, it can be excluded from the list for three reasons: when the facility was commissioned, when construction was resumed or it was deemed inappropriate to continue the project and the site was put in order (landscaped).

Instead of “abandoned territories” - quarters and technology parks

A few years ago, Moscow headed for a comprehensive reorganization of industrial zones. What does this give the city, the townspeople?

Several years ago, Moscow Mayor S.S.Sobyanin instructed to clean up abandoned territories and build here not only housing, but also healthcare, education, sports, culture and security facilities. Among other options for the reorganization of industrial zones, the possibility of maintaining or creating new innovative and environmentally friendly industries, science facilities with the creation of new jobs and “growth points” was considered.

For the big picture, today a third of all real estate in the city is being built on the territory of the PKT. Since 2011, 513 objects with a total area of \u200b\u200b13.1 million square meters have been commissioned in such territories.

During this time, more than 700 new high-tech, innovative industries have appeared. There are 33 industrial parks in the territory of which more than 1.5 thousand residents are located and more than 41 thousand jobs are created. In the NEAD I can name as an example the technoparks "Otradnoye", "Caliber" in Ostankino, Fiztehpark in the North.

The building of the historical factory in Sviblovo will be preserved

- What is the fate of the industrial zones of our district?

In NEAD are 11 production and 29 industrial zones (located both within and outside the boundaries of existing production zones). For some, planning projects have already been developed (a total of 9 - PPT).

So, according to the developed documentation, a housing and a new educational building will be built in Sviblovo, including a kindergarten for 240 places and a school for 550 places. It is important to note that the objects of cultural heritage located here are “Cloth Factory I.P. Kozhevnikova, 1819-1822 ”will be preserved and adapted to urban needs. In one of the buildings it is planned to open a kindergarten with 120 places.

The industrial zones Ostashkovskoye Shosse and Beskudnikovo may be mentioned as an example of the complex development of territories with already inactive plants and abandoned storage facilities.

- The number of storeys of new residential buildings being erected at the launching sites will be determined during the development of urban planning and design documentation. Sergey Alexandrovich Drozdov  (January 28, Gomel region, BSSR, USSR - November 18, Tambov, Russia) - singer, guitarist, soloist of the vocal-instrumental ensemble "Blue Bird" from 1974 to 1988. He gained fame in the 1970s as the first performer of the lyrical and romantic hits popular in the USSR “Where the maple makes noise ...”, “You can’t dream of me”, “I am coming to meet you”, “White ship”. According to the Russian newspaper, Drozdov was one of the recognizable voices in the Soviet Union.

Born and raised in the village of Milcha near Gomel (Belarus) in the family of a factory worker and a kindergarten cook. Grandmother conveyed love to the song to 5-year-old Sergey. He graduated from a music school in the balalaika class, studied at the Gomel Music College named after N.F. Sokolovsky. He did not serve in the army, by his own admission, because of problems with stuttering. He worked in amateur performances in Gomel, played dances, sang in the VIA "We, You and Guitars" and "Voices of Polesye". Laureate of city and republican contests. In 1974, the creators of the Kuibyshev ensemble "Blue Bird" brothers Mikhail and Robert Bolotny invited a young talented performer to the team. Having a unique timbre of voice Drozdov (leader vocals, guitar, bass) was the most characteristic vocalist of the ensemble and gave the “Blue Bird” a bright and memorable sound.

After marriage in 1977, he moved to his wife in Tambov, where he lived the rest of his life. Always dreamed of a solo career. Due to the lack of television broadcasts in the Soviet era, the public knew little in the face of Drozdov, then the name of the soloist was not called on television.

In 1984 he graduated in absentia from the Tambov branch of the Moscow State Institute of Culture with a degree in conductor and orchestra.

In 1991, after returning from touring the USA, the ensemble began to take a long break, the artists were no longer going to be in the previous line-up. He tried to start a solo career.

In 1999, he made his first attempt to revive the creative team - together with the new artistic director Alexei Komarov, with the consent and approval of one of the founders of the ensemble Robert Bolotny. However, in 2002, Sergey left the group in order to devote himself to a solo career.

In 2002, he founded the group “The Blue Bird of Sergey Drozdov”. The group toured around the country and abroad with varying success (Belarus, Ukraine, Germany). From the “golden” composition of the ensemble, Drozdov periodically attracted the soloist Sergei Lyovkin (1951-2006) and the permanent guitarist Vladimir Gaponov. On October 30, 2006, a concert “Golden Voices of the Blue Bird” was held in St. Petersburg: Sergey Drozdov, Sergey Lyovkin, Svetlana Lazareva. Five days after the concert, Levkin passed away.

In 2010-2011, Drozdov recorded 15 new songs that he composed.

He performed with tours in more than 40 countries of the world - from Bulgaria to Cambodia and Seychelles.

Sergei Drozdov lived in Tambov, on Naberezhnaya Street, at 14a.
